Job Title: Interim Housing/CES Crisis Housing Program Manager
Job Summary: The Interim Housing/CES Crisis Housing Program Manager is responsible for overseeing multiple interim housing facilities and crisis housing programs, ensuring that clients receive supportive services in a safe, stable environment. This role involves managing program operations, supporting client transitions to permanent housing, and overseeing a layered supervisory team, including the Shelter Supervisor and Resident Monitors. Strong leadership, effective team collaboration, and robust crisis response skills are essential to this position to drive positive client outcomes and a cohesive team culture.
Key Responsibilities:
Lead operations of Interim and CES Crisis Housing programs, ensuring compliance with contractual and safety standards.
Monitor progress against program goals, including housing placements, client retention, and access to supportive services.
Regularly analyze program data and identify areas for improvement, fostering an environment of continuous improvement and client success.
Oversee a layered supervision structure, including direct supervision of the Shelter Supervisor, who manages Resident Monitors and frontline staff.
Provide guidance, regular performance evaluations, and professional development opportunities to all staff, promoting high standards of client care and program delivery.
Foster a supportive team environment that encourages accountability, growth, and consistent communication across all supervisory layers.
Collaborate with case managers and support staff to connect clients with resources such as crisis stabilization, mental health support, and pathways to permanent housing.
Ensure client intake, case management, and exit processes are conducted efficiently, with accurate and timely data collection to support client transitions.
Maintain a client-centered, trauma-informed approach to ensure clients’ individual needs are met effectively.
Ensure all program activities and services comply with CES, HUD, and LAHSA requirements, including data integrity standards.
Develop and implement a quality assurance plan, conducting regular audits to maintain a high standard of service.
Oversee facility maintenance and safety protocols, ensuring all unit and facility doors are securely locked, common areas remain inspection-ready, and necessary repairs are addressed promptly.
Develop and enforce program policies to maintain a safe, respectful, and secure environment for both clients and staff.
Conduct mandatory weekly unit inspections, ensuring that rooms and common areas meet organizational standards.
Address safety concerns promptly, including client and staff feedback, to maintain a secure environment in each facility.
Act as a liaison between program staff and external agencies, community partners, and landlords to facilitate client access to housing and support services.
Represent the organization in collaborative meetings and community forums, enhancing partnerships that support program goals.
Partner with internal teams to align service delivery with broader organizational priorities, ensuring consistent quality and efficiency.
Qualifications:
- Education: Bachelor’s degree in Social Work, Public Administration, or a related field; Master’s degree preferred.
- Experience: Minimum of 3-5 years in housing or social services, with at least 2 years in a management role overseeing a multi-layered team.
- Skills:
- Proven leadership and supervisory skills with a capacity to manage layered teams effectively.
- Knowledge of CES, HUD, LAHSA requirements, and crisis housing program standards.
- Exceptional organizational, communication, and crisis management skills.
- Proficiency in Microsoft Office, data management, and reporting software.
- Other: Commitment to serving individuals experiencing homelessness, with an understanding of trauma-informed care, housing first principles, and harm reduction.
